In response to concern about the use of pesticides in the State and their potentially damaging effects on people, wildlife, and the Chesapeake Bay watershed, the Governor established the Governor's Pesticide Council in January 1990 (Executive Order 01.01.1990.02). The Council reviews pesticide management programs and recommends actions to safeguard the health of citizens and the environment. The Council considers pesticide manufacture, transport, storage, use, and disposal. The Toxics Management Strategy of the Chesapeake Bay Agreement also is evaluated by the Council.
The Council has twenty-three members. These include fifteen members appointed to three-year terms by the Governor; a senator chosen by the Senate President; a delegate selected by the House Speaker; and one member designated by the Chancellor of the University System of Maryland. Five members serve ex officio (Executive Order 01.01.1993.21; Executive Order 01.01.1997.05).
