In October 1998, the Special Committee to Study Issues Related to Class-Size Reduction was formed by the Governor at the request of the General Assembly (Joint Resolution no. 10, Acts of 1998).

The Committee is to study programs for class-size reduction in Maryland and other states. The Committee will recommend changes to current law and to the State and county education systems.
