The Task Force to Study the Safe Boarding and Discharging of Children on School Vehicles was organized by the Motor Vehicle Administrator in June 1997 (Chapter 260, Acts of 1997). The Task Force charge was to study the use of flashing red lights on school vehicles while in a loading zone or on a highway; the use of loading zones by school vehicles to receive or discharge students; and the use of loading zones in situations where students would need to cross a highway in order to board or exit a school vehicle.

The Task Force submitted its report to the Governor, the Senate Judicial Proceedings Committee, and the House Commerce and Government Matters Committee on December 1, 1997.
