In the fall of 1996, the House Speaker appointed the Special Committee on Competitive Taxation and Economic Development. The Committee's charge was to hold hearings across the State to hear citizens' views on Maryland's tax structure and burden; secure expert advice on taxation and economic development; and determine how Maryland's tax structure and burden compares with other states and how it needs to be changed.
The Committee was composed of ten members each from the House Appropriations Committee, the House Economic Matters Committee, and the House Ways and Means Committee. On January 13, 1997, the Committee reported its findings to the House Speaker.
